1 Description: The state-reported number of students in grades K-12 enrolled in elementary or secondary schools in the state that are identified as English Learners, also referred to as limited English proficient (LEP).; Academic Year: 2013-14; Grade: N/A; Note: Schools are required to utilize a primary home language other than English (PHLOTE) survey or other means to identify students in grades K-12 eligible for participation in an English language proficiency assessment to determine if they have limited proficiency in English. Limited English proficient (LEP) is defined in Section 9101(25) of the Elementary and Secondary Education Act (ESEA), as amended. The term "limited English Proficient (LEP)," often used interchangeably with "English Learner" is defined on the Definitions page. States utilize the results of a "screener"/placement English language proficiency assessment to identify a child as LEP and to place him/her in a language instruction educational program.
