The COVID-19 pandemic disrupted the collection and reporting of data on EDE, beginning in SY 2019-20. The Department urges abundant caution when using the data and recommends reviewing the relevant data notes prior to use or interpretation. This includes data on state assessments, graduation rates, and chronic absenteeism.

2020-2021 WISCONSIN 067 422 Staffing Year to Year Comparison: The SEA data indicate a change of 181.6% between the current school year total number of ['fully certified or licensed' or 'not fully certified or licensed'] Title III teachers and the prior school year total number of ['fully certified or licensed' or 'not fully certified or licensed'] Title III teachers reported in FS067/DG422. The Wisconsin Department of Public Instruction reached out to one of our larger LEAs and they confirmed that they incorrectly reported all certified staff in district as working in LIEPs. The WDPI is not able to incorporate their updated data into the certified data source for FS067.
2020-2021 WISCONSIN 203 839 Staffing Year to Year Comparison: The SEA data indicate a change of -20.5% between the current school year number of teachers teaching with an emergency or provisional credential and the prior school year number of teachers teaching with an emergency or provisional credential in FS203/DG839. In 2019-20, the Wisconsin Department of Public Instruction (WDPI) ran its process to verify teachers are licensed for their assignments after July 1 which caused the process to assume some licenses were expired when they in fact were not. WDPI took steps to avoid this issue in 20-21 and thus, data reporting as returned back to pre 2019-20 levels.

Title II Allocation of Funds, Title II PD Types, Title II PD Topics Data Source Description Title II LEA Survey District surveys were administered to a nationally representative sample of 5,491 local educational agencies (typically school districts) in the spring and summer of 2021. The district sample included enough districts in each state to permit state-level estimates of district uses of Title II-A funds and also included a nationally representative sample of 500 charter school districts. Puerto Rico and Hawaii have singie school districts and are excluded from the LEA analyses. For more information on the methodology, please refer to Appendix A in the full report at https://oese.ed.gov/files/2022/08/SY-20-21.pdf
