The Homeless Enrolled file considers a student homeless within an LEA if they were specifically categorized as homeless by their attending LEA. Therefore, the business rules for the Homeless Enrolled file are more restrictive and result in fewer counts than the more general approach of the assessment files.

Foster care participation rates rose in all three assessment although the increase in the rla participation rate (4.5 percentage points) was somewhat higher than the increases in the participation rates in math (3.9 percentage points) and science (3.3 percentage points). The 19-20% increases in homeless math, rla, and science assessment participation and achievement counts were roughly proportional to the 28% increase in the homeless student population. Double-digit increases (15%-16%) in LEP participation counts in math, rla, and science assessments reflected double-digit growth (11%) in English learners. LEP participation rates in math, rla, and science assessments declined by approximately 6% due to the rapid growth of English learners (11%) in the state and disproportionate growth in non-participants. English learners enrolled for two or fewer years in U.S. schools were required to take math, ELA and science assessments, but they are included as non-participants (NPART) in EDFacts participation reporting and were excluded from performance reporting in EDFacts achievement files. Due to high mobility and related disruptions, assessment participation rates for migratory students tend to be lower than for non-migratory students. And given the small size of the migratory student population, modest reductions in participation in math (-17) and science (-28) assessments led participation rates to fall by 6% - 7%. Grades The decrease in the number of twelfth graders enrolled during the math and rla assessment periods exceeded the reduction in students taking the math and rla assessments, thereby raising the participation rates by 5%-6%.
