For the SY1819 data collection data, in an attempt to get more accurate homeless data, VTAOE Federal Program's staff encouraged the homeless liasons to communicate more directly with the school registrars and data managers reporting data through the SLDS. We attribute this disparity between SY1718 and SY1819 to improved practices of Vermont LEAs in identifying and reporting these students, as well as increases in this population driven by shifts in various domestic, economic and societal factors.

At the SEA-level, the difference in military connected students is approximately 16 percent, the difference in foster care students is approximately 36 percent, and the difference in English learners is approximately 13 percent. These data are accurate. The reason Massachusetts reported a different number of students in the participation files (N185/ N189) than were reflected in our assessment files (N175/N179) is due to first year ELL students. The ELL students participate in MCAS exam, but may not receive a valid score. This process helps to familiarize ELL students with the test. If the student receives a proficient score or better they receive a valid score; if they do not receive a proficient score, they are flagged as 1st year ELL students and considered as participating. This explanation would also account for all of the discrepancies reported for students in subgroups.
