2020-2021 TENNESSEE 150, 151 695, 696 Performance Prior Year Count Comparison (LEA): Submitted data indicated that the ALL STUDENTS cohort count (grand total) changed by more than 10% and 50 students or more from SY 2019-20 to SY 2020-21 for 8 LEAs that have a cohort count of 250 students or more. While this may be correct, this is a larger change than we would typically expect to see. The cohort increased by over 50 students and by 10%-25% in four of the LEAs and decreased by 50-120 students and by 11-17% in the other four LEAs. Various factors were at work, most of which were related to the Covid-19 pandemic. A new virtual school drove the rapid growth of the graduation cohort in one LEA. Cohort changes in three LEAs reflected within region mobility: the graduation cohort fell in those districts as students moved from those districts to others, where cohorts rose. Three LEAs’ graduation cohort reverted to SY 2018-19 levels in SY 2020-21 after one-time changes in SY 2019-20: increases in the cohort in SY 2020-21 for two of the LEAs offset cohort reductions in SY 2019-20 and vice versa for another LEA. By contrast, another LEA experienced a 14% decline in its cohort between SY 2019-20 and SY 2020-21 while its cohort remained roughly constant between SY 2018-19 and SY 2019-20.
2020-2021 TENNESSEE 150, 151 695, 696 Performance Prior Year Count Comparison (SEA): Submitted data indicated that the total cohort count (grand total) changed by more than 10% (and more than 250 students) from SY 2019-20 to SY 2020-21 for the following subgroups: FCS. Discrepancies by subgroup: -FCS: 267 students, or 27.5% While this may be correct, this is a larger change than we would typically expect to see.
2020-2021 TENNESSEE 150, 151 695, 696 Performance Prior Year Rate Comparison (LEA): The SY 2020-21 Four-Year grand total graduation rate is higher/lower by 3 percentage points or more than the SY 2019-20 Four-Year graduation rate in 9 LEAs containing 500 students or more. While this may be correct, this is a larger change than we would typically expect to see. Due to Covid-19 related disruptions, the adjusted four-year graduation rate decreased 3% -6% in the 9 LEAs. Two of the LEAs also experienced large increases in their cohorts, which likely contributed to their lower graduation rates as students and districts/schools encountered transition challenges.
