Note that State educational agencies (SEAs) may have changed their requirements for a regular high school diploma to account for the impact of COVID-19. Changes to requirements for a regular high school diploma are at the discretion of the SEA. 2020-2021 WISCONSIN 150, 151 695, 696 Performance Prior Year Count Comparison (LEA): Submitted data indicated that the ALL STUDENTS cohort count (grand total) changed by more than 10% and 50 students or more from SY 2019-20 to SY 2020-21 for 5 LEAs that have a cohort count of 250 students or more. While this may be correct, this is a larger change than we would typically expect to see. While these fluctuations in cohort membership are relatively large, the 4-year rates for these LEAs remained fairly consistent with historical trends. These changes are also justified by year-over-year changes in enrollment in the school years when the cohort was formed, or when the rate was calculated. Additionally, increased data quality efforts made by WI DPI have been largely embraced by LEAs, leading to more accurate data.

2020-2021 WISCONSIN 037 548 Participation Category Set Comparison: The sum of the Category Set A [Racial Ethnic] does not equal the Education Unit Total. These two counts should equal. The Wisconsin Department of Public Instruction has multiple errors and warnings that are displayed to LEAs when data is submitted with a missing race/ethnicity, but these errors and warnings are not always resolved prior to our statewide data snapshot. In the case the LEA reports a missing/unknown race/ethnicity, we report the student in the overall total, but remove them from any category sets that report by race/ethnicity.
2020-2021 WISCONSIN 037 548 Participation Year to Year Comparison: The SEA data indicate a change of -27.6% between the current school year and the prior school year number of homeless students participating and served by Title I, Part A schoolwide programs and targeted assistance programs (Category Set E). The COVID-19 pandemic caused most LEAs to conduct virtual learning during the 2020-21 school year. Due to virtual learning homeless liaisons have reported it was very difficult to identify students as homeless throughout the year. The two largest LEAs did not return to in-person learning until April 2021 and reported about half as many students experiencing homelessness as previous years.

Due to the circumstances created by the COVID-19 pandemic, ED waived the reporting of the statewide assessments in the 2019-2020 school year and encouraged states to consider flexibilities regarding the timing, length, and type of administration of assessments in the 2020-2021 school year. Please be sure to review ED's letter at https/oese.ed.gov/files/2021/02/DCL-on-assessments-and-acct-final.pdf regarding assessments for 2020-21. Statewide assessments were administered in most States in 2020-21 but, due to continued disruptions from the pandemic, rates of participation varied widely in schools throughout the country. Because assessment participation varied so widely, overall results for schools, districts and States may not be representative for those entities, and data for the school year 2020-2021 data may not be comparable with other years.
