2020-2021 MINNESOTA 050 151 Performance The number of Title III English learners attaining proficiency is greater than the number of Title III English learners making progress on the English language proficiency assessment reported in FS050/DG151. The Minnesota Department of Education does not have any progress calculations available because we received an accountability waiver. All students who were not proficient were put into the 'NOPROGRESS' category.

Based on New Jersey's Accountability wavier ELP progress is waived for 20-21.

2020-2021 INDIANA 116 648, 849 Participation In the prior year, INDIANA included 210 LEAs in this file. 266 LEAs are included in this year's file, a change of 27%. There was a significant increase in LEAs participating in Title III this school year. This was mainly due to an increase in consortia participants whose allocation was below $10,000. For instance, a new consoritia was formed that compiled 15 LEAs who had previously not participated. Our largest consoritum increased its number of particpants by 10 LEAs. Encouraging LEAs to participate despite being under the $10k threshold is an ongoing goal of ours.
2020-2021 KENTUCKY 116 648 Participation In the prior year, KENTUCKY included 153 LEAs in this file. 70 LEAs are included in this year's file, a change of -54%. The 2019-20 file submission included all operational LEAs instead of just the LEAs that were eligible as Title III Subgrantees. The 2020-21 file submission only included LEAs who received Title III subgrant during the fiscal year. The file specifications indicate inclusion of LEAs who served students using Title III subgrant funds. The 2019-20 file submission was incorrect, the 2020-21 file submission is accurate.

Due to the circumstances created by the COVID-19 pandemic, ED waived the reporting of the statewide assessments in the 2019-2020 school year and encouraged states to consider flexibilities regarding the timing, length, and type of administration of assessments in the 2020-2021 school year. Please be sure to review ED's letter at https/oese.ed.gov/files/2021/02/DCL-on-assessments-and-acct-final.pdf regarding assessments for 2020-21. Statewide assessments were administered in most States in 2020-21 but, due to continued disruptions from the pandemic, rates of participation varied widely in schools throughout the country. Because assessment participation varied so widely, overall results for schools, districts and States may not be representative for those entities, and data for the school year 2020-2021 data may not be comparable with other years.
