The data are accurate as reported. Colorado determines EL progress in the form of a growth percentile based on the current year's score and the year prior. The vast majority of the 24,096 students were non-participants and therefore did not have progress and not making progress growth calculations. In addition, the remaining difference can be attributed to Colorado being unable to report progress and not making progress for students that were administered the alternate English language proficiency assessment.
