Oregon has an administrative rule (OAR 581-021-0009); that permits parents to request an exemption from participation in ELPA summative. The 2022-23 school year, Oregon launched the Alt ELPA as an operational field test. Standards settings for this assessment did not occur until the Summer of 2023, with standards adopted in the 2023-24 school year. Students who participated in this assessment do not have assessment determinations for the 2022-23 school year.
2022-2023 OREGON 050 151, 151 Performance The sum of students in the Title III English Language Proficiency Results file who attained proficiency for all schools in the SEA was less than the sum of students in the Title III English Language Proficiency Results file who attained proficiency in the SEA. Oregon has Oregon Dept. of Education schools where the Dept. of Education is the district for the schools. These include: state school board sponsored charter schools and specially designed schools to support students with unique needs (blind, incarcerated, etc.). The numerical difference between the two numbers reflects the SEA to SCH student count.
2022-2023 OHIO 138, 050 151, 151, 675, 675 Performance The sum of students in the Title III English Language Proficiency Results file making progress and not making progress was not similar to the count of students in the Title III English Language Proficiency Test file participating minus the sum of those students first assessed. The data reported in FS050 have been verified as correct and accurately reflect the data submitted to the Ohio Department of Educaton and Workforce for EL performance. Students counted as "assessed first time" in FS138 will only have one data point and, as such, are not reported as having the values of "PROGRESS" (making/made progress) or "NOPROGRESS" (did not make progress) in FS050. Students counted as "assessed first time" in FS138 who met Ohio's definition of English language proficiency on the annual ELP assessment are being reported as "PROFICIENT" in FS050.

2022-2023 SOUTH CAROLINA 116, 138 675, 648 Participation The sum of Title III English Language Proficiency Test students was greater than the total Title III Students Served. The data source for these two files are different. DG648 (FS 116) comes from QDC180 day collection, which we count the student in 'Active' status on school's 180th day. Because this is about the 'Served Students' information, thus we use our PowerSchool enrollment data. DG675 (FS138) comes from ACCESS test file, which we count all the students involved in ACCESS test. School's 180th day is around the beginning or mid of June, while the annual ACCESS test happens between February and March. So these two data points have about 4 months' interval. For example, a students took the ACCESS tests, while actively enrolled in February. Then he might exit from school before June, becoming non active during the 180th day data collection. In this scenario, this student would be included in DG675 (FS128, test related file), but not be included in DG648 (FS 116, enrollment related file).
