1 Description: Annual Measurable Objectives (AMOs) are the performance goals that determine whether a school makes adequate yearly progress (AYP). In order for a school to make AYP, the total school population and any student group that meets the state's minimum group size for proficiency must have a percentage of students proficient or above that meets or exceeds the AMO. States established AMOs using the method required in statute; states must increase their AMOs each year and reach 100 percent by 2013-2014. States may set separate AMOs for each subject and each grade. Some states have AMOs for each grade, some for each grade span, some for grades 3-8 and another set for high school, and some for all grades. Additionally, some may set an AMO for a specific grade or grades in high school, and some might just set them for high school generally without specifying a grade. Several states, including New York, Oklahoma, and Vermont, base their AMOs on a performance index; thus, these AMOs reflect index score points rather than the percentage of students who are proficient or above. AMO's cannot be compared across states, content areas, or, necessarily, across grades. Details about each state's AMOs can be found in their Accountability Workbooks.
