The total statewide number of students who have been enrolled in a local education agency neglected program for 90 or more consecutive calendar days. For this element, multiple admissions or stays should not be added together. The criteria for identifying a student as long-term should be when the student's enrollment within the facility or program begins, not necessarily when their educational programming begins.
A neglected program serves neglected children and youth and is a public or private residential facility, other than a foster home, that is operated primarily for the care of children who have been committed to the institution or voluntarily placed under applicable State law due to abandonment, neglect, or death of their parents or guardians.
