The statewide number of long-term students whose scores did not change between their pre-tests and their post-tests in reading while in a local education agency at risk program. Note that Title I, Part D, programs and facilities have the flexibility to select the pre- and post-test assessments that are best suited to their populations. Assessments are therefore not the same across the nation, and likely not the same between districts and States. Due to this variation, comparisons of State reading and math data may not be appropriate. An at risk program targets students who are at risk for academic failure, have a drug or alcohol problem, are pregnant or parenting, have been in contact with the juvenile justice system in the past, are at least 1 year behind the expected age/grade level, have limited English proficiency, are gang members, have dropped out of school in the past, or have a high absenteeism rate at school.
