The statewide number of long-term students who scored lower on their post-tests than on their pre-tests in reading while in a local education agency juvenile corrections or juvenile detention facility. Note that Title I, Part D, programs and facilities have the flexibility to select the pre- and post-test assessments that are best suited to their populations. Assessments are therefore not the same across the nation, and likely not the same between districts and States. Due to this variation, comparisons of State reading and math data may not be appropriate. A juvenile corrections program serves delinquent children and youth and is a public or private residential facility, other than a foster home, that is operated for the care of children and youth who have been adjudicated delinquent or in need of supervision, including programs serving adjudicated youth (including non-secure facilities and group homes). A juvenile detention program is a shorter-term detention facility that provides care to children who require secure custody pending court adjudication, court disposition, or execution of a court order, or care to children after commitment.
