The Arizona legislature fundamentally changed the way high school students can be assessed for the 2018-2019 school year. This change had an impact on the year-over-year numbers, statewide.
2018-2019 CALIFORNIA 179 585 SEA, LEA, SCH California changed its regular achievement standards between SY2017-18 and SY2018-19. As a result, the State's SY2018-19 results are not comparable to prior years.

The difference between the students taking the alternate assessment based on alternate achievement standards at the SEA-level compared to the School-level is approximately 35 percent. 2018-2019 DELAWARE 179 585 SEA, LEA, SCH Delaware changed its regular assessments and achievement standards between SY2017-18 and SY2018-19. As a result, the State's SY2018-19 results are not comparable to prior years. Standard setting for the new science assessment was completed in Fall 2019 and scores for the 2018-19 school year were calculated based on these new achievement standards.

These numbers are expected to equal. Differences between counts of participants and students included in achievement reports is attributable to limiting the achievement universe by full academic year status at each level of reporting (SEA, LEA, and School) and removing 'New to US' students from the achievement universe for math, even though they contribute towards participation. If a student does not meet the full academic year requirements for each level of reporting, the student is not included in achievement reporting at that level, even if the student is counted as a participant.

In 2011-12, Florida was in a transition year to replace the FCAT Science Assessment with the state's Biology I EOC Assessment. In 2011-12, FCAT Science was discontinued at the high school level, and the Biology 1 EOC Assessment was in its baseline year and did not yet have achievement level cut scores set.Florida's high school 1213 science now includes a Biology end-of-course assessment.
