If a student does not meet the full academic year requirements for each level of reporting, the student is not included in achievement reporting at that level, even if the student is counted as a participant.

ED Note: State indicated that data were correct as reported. DCPS reported a lower graduation rate in SY 2017-18 compared to SY 2016-17; this change drove much of the observed state-level changes as DCPS students comprise approximately half of all DC students.
