2020-2021 SOUTH DAKOTA 150, 151 695, 696 Performance Prior Year Count Comparison (LEA): Submitted data indicated that the ALL STUDENTS cohort count (grand total) changed by more than 10% and 50 students or more from SY 2019-20 to SY 2020-21 for 1 LEA that have a cohort count of 250 students or more. While this may be correct, this is a larger change than we would typically expect to see. In 2019 a new soybean processing plant opened. In 2020 the 3M factory added a major expansion at their plant for the production of respirators which were required due to the COVID pandemic. Both of these businesses would provide job opportunities and growth within the community. The growth also shows in the membership data over a 3-year review.
2020-2021 SOUTH DAKOTA 150, 151 695, 696 Performance Prior Year Rate Comparison (LEA): The SY 2020-21 Four-Year grand total graduation rate is higher/lower by 3 percentage points or more than the SY 2019-20 Four-Year graduation rate in 1 LEA containing 500 students or more. While this may be correct, this is a larger change than we would typically expect to see. SD believes this is a correlation due to absences caused by COVID-19. In SY 2019-20 there were 2103 students marked for chronic absenteeism and in SY 2020-21, there were 3904. Such a large increase in students missing school would be cause for a lower graduation rate.
2020-2021 SOUTH DAKOTA 150, 151 695, 696 Performance Prior Year Rate Comparison (SEA): The SY 2020-21 Four-Year graduation rate is higher/lower by 3 percentage points or more than the SY 2019-20 Four-Year graduation rate for the following subgroups with total cohort counts of 500 students or more: MAN, MHL, CWD. Discrepancies by subgroup: - MAN: -8.25% - MHL: -5.36% - CWD: -8.91% This is also a correlation due to absences caused by COVID-19. - MAN: there were 309 12th graders marked for chronic absenteeism in SY 2019-20 and 496 in SY 2020-21. - MHL: there were 167 12th graders marked for chronic absenteeism in SY2019-20 and 212 in SU 2020-21. - CWD: there were 183 12th graders marked for chronic absenteeism in SY 2019-20 and 233 in SY 2020-21.
