Neglected & Delinquent Programs in Oregon were operating a reduced capacity during the Covid pandemic due to strict social distancing and quarantine guidelines & protocols. This impacted enrollment and assessment procedures. Our expectation is to see this data trend upward over the next few years as Delinquent Programs increase enrollment capacity now that pandemic protocols have subsided.
