Some parents were not willing to bring students in to take the test during the pandemic due to their students being on remote learning or homeschooled, which resulted in those students not having two data points on which to calculate progress. The ELPA21 consortium did not offer a remote option for the administration of the test.

The state reported 3805 in FS116 (DG648) and 4514 in FS138. This is a difference of 709. We would expect this difference because DG648 is only October first data and DG675 is over the test window which includes considerable movement in student enrollment.

Data are accurate as reported. Oregon currently does not offer an Alt-ELP assessment. Due to health/safety considerations during the 2020-21 school year, English Learner parents/guardians had to give explicit permission for their students to participate in the state’s ELP (ELPA) assessment.   This policy prioritized health/safety supports for students/families; however fewer of Oregon’s English Learners participated in the assessment in 2020-21.
